Update: Somebody with the name ‘b’ and datasky made it more clear what this is all about: the location is the beach of Barcelona (Barceloneta beach) and the ones that came up with the idea were the members of bcneta, a semi-governamental coorporation in charge of the trash management in the city, that was worried about the increase of waste produced by tourists.
